Volunteer Blvd Streetscape Beautification Project

What:         Upgrade Volunteer Blvd, improve Wi-Fi connectivity, install lighting
create safer pedestrian crossings with raised speed tables

Where:       Volunteer Blvd from Peyton Manning Pass to Cumberland Ave

When:        February 5, 2018 to August 9, 2018 (scheduled)


  • Traffic will be reduced to one lane in each direction
  • Construction will be on the west side first, then change lanes to the east side
  • McClung garage access will remain open during construction
  • Adjustment of a few bus stops
  • Loss of 6 parking spaces at the small horseshoe at the end of Dunford
  • Closure of S9 street parking in front of Bailey and Claxton
  • Motorcycle parking on Volunteer Blvd at the corner of Melrose will permanently relocate to Melrose Ave near Hodges Library
  • NO DELIVERIES OR UNLOADING on Volunteer Blvd (except T Bus and Trolley)


  1. Haslam College of Business, Stokley Mgmt Ctr, and Student Union loading/unloading will enter from Phillip Fulmer Way to the Student Union Dock to gain access to HBB and SMC
  2. Education buildings—Claxton and Bailey and Nursing will enter Margaret Alley from Peyton Manning Pass to access loading/unloading areas


  1. Bus stop at McClung garage will move to the intersection at pedestrian walkway
  2. Bus stops on both sides at Melrose Pl and HBB will close temporary due to safety reasons (instead use stops at pedestrian mall during construction)
  3. KAT Trolley stop on Vol Blvd near Peyton Manning Pass will move west just beyond the crosswalk and construction fencing
  4. T Hill bus stop at Vol Blvd & Cumberland Ave will remain

Construction materials and vehicles:

  1. Laydown of materials will occur on the grassy island/Volleyball court in the Dunford Horseshoe
  2. Essential construction vehicles will be placed near worksites
  3. Non-essential construction workers will park offsite and take vans to the work site
